Under ₦700K — iPad 9th or 10th Gen, or the iPad mini 6. Wi-Fi only or Cellular?
Cellular models cost ₦80,000–₦400,000 more than the identical Wi-Fi version and take a SIM, so you're online anywhere with network coverage.
